Just a normal, heavily circulated cent with some post mint damage.
I get most of my coins on ebay, you just have to know what you are looking at and be careful of who you buy from.

There is no way for this to have happened at the mint. It was just ground or sanded with something fine enough not to leave too obvious marks.

Out of tolerance weight would be much more indicative of a thin or thick planchet, rather than wrong planchet.

Clear pictures are a must, there are many grades of uncirculated and to determine value we would have to know what grade it is.
I agree, if you are not happy with it, sell it, add in what you would pay for conservation and you would have enough to get a nicer one.
I would be very careful. I have seen corroded coins that were "conserved" that had all the corrosion stripped off leaving very little coin left.
