I agree that it's not right and clearly misrepresented. But I don't know that reporting it would do anything.

Also known as "Blue Ikes" - they were made in 40% silver clad and sold by the mint. 1971-1974. And again in 1976 in the bicentennial 40% set.
That's not silver, it's CuNi clad. Both are spenders.
