Its pretty hard to sell 90% silver for spot, most will give you 5-10% below spot to cover the buyer's expenses for having the silver melted down....

So the toning on the edges but not on the high points is normal, and having toning that goes over tthe edges and onto the high points evenly is...

It looks like there is metal flow into the area so in my opinion it looks like there might have been something in the die.
