I don't think you can sand off the letters without exposing the zinc, hammer down the letters? Maybe. But it still looks like a struck through to me.

Everyone knows what an expert is, I however am far from one. Now the coin is a partial missing clad layer and it is a error.
Can't tell for sure but if it's raised it's not a struck through. OK, I see it now and it does look like a struck through.
