It would only be a off-center strike if both sides were off-center to the same side. Otherwise it would be a misaligned die. Yours looks...
Sure looks like it. Can't really see the inside of the D very well. Any of the markers match?
Without seeing the coin I would say anywhere from 1c to as much as 90.00 unc.
The lighting will show reflexions that make it look doubled.
