If PCGS deemed it to be uncirculated, then by definition it's mint state (MS) and shouldn't be graded AU. But I agree with your opinion about...

Have to disagree. THIS coin looks like natural toning to me. The one in your first post does not.
That's spectacular. I have the 2 centesimos in low XF, not nearly as nice as yours. Some gorgeous coins came out of South America back in the day.
