So if you alter it to sell one coin it's not ok, but if you do it to sell multiple coins it is ok? I think it's not ok in any form.

Where did they get the PF69 to put over the PF70?
It's a lot easier to take another photo and upload it than it is to take a photo, crop out the PF69 the paste it on a photo of a PF70.
But did you ALTER (i.e. FAKE)a picture of a slab?

That depends on what year they are. They had both 0.925 fineness and 0.500 fineness.
A 2010 US Cent should weigh 2.5g. The planchet would weigh the same.

He is altering the grade on a slabbed coin. That defeats the purpose of have a coin slabbed in the first place.
