tell him you are going to take legal action if he doesnt go through with the sale. I have done that numerous times and it has worked out in my favor.
well the only coin i could actually see paying that much is the 1995-W in high grade DCAM.

looks to of been lightly cleaned, you can tell right above the date where the neck starts there what appears to be faint hairlines.
