That appears to be from the die itself.... Fred W. will no doubt comment on this... very interesting indeed...
Cannot determine anything from the pictures... I realize you just have your phone, and it will require some magnified pictures to help you.
Do not waste you money on sending it to be graded.... It is a normal cent pressed into a holed piece of metal...nothing more...

Gold will NOT be affected by PVC... unless you are storing it near Aqua Regia (nitric acid and hydrochloric acid), nothing will affect...
