It is environmental damage... known as PMD or Post Mint Damage.... It is a form of surface corrosion.
It is not a rare coin, it is not a mint product... it is post mint damage...someone tried to make a coin appear to be what it is not...

I stick with AGE's....they are the easiest to sell if needed....Buffs are nice, but more expensive due to purity of gold content...
