That's an easy one. About 1.5 cents melt.
It could be worth a fat cent, but it's damaged. Post mint damage. I look for "raised weirdness" in the metal on coins when checking for errors....
I agree, doesn't look like the original zinc wash/plating, may have been cleaned and then replated to look original, but then I still believe in...

Rotated die, instead of proper coin alignment, one die loosened and rotated 180 degrees. Not uncommon but a keeper.
