IMHO Obverse looks like a very weak strike based on the lack of detail in Lincoln's hair, face and beard. It's all there but very flat looking....
Can you provide a picture of the obverse? It looks like a Type 1 reverse of a 72P.
Double sided grease covered die, if that is a possibility. I've not seen a mint error coin quite like this one. Is it possibly an adjustment strike?

Definitely a type 2. see link below. The “U over U” of the TYPE 1 is the most definitive marker. Yours is offset....
