I would support tossing out the current system and using a 1-100 grading scale, but it would have to be split up for the three sides of the coin....
Netherlands coins 10 cents and up from the 70's and 80's often have a prooflike appearance. These are normal coins.
Maybe that variety is particularly rare in MS67. MS66 and 67 can be an order of magnitude apart.
Maybe it's a Mexican equivalent of a VAM or something, who knows
