It should weigh 3.11 grams (bronze-pre1983) or 2.5 grams (copper-plated zinc-post1982). It's definitely altered/damaged.
Welcome to CT! It would be interesting to know what it weighs. Chances are, the coin was altered for some other purpose. Meaning, no added value.
