Looks like what would happen when meant for a lucky charm coin.
Who knows why! However isn't the die itself convex slightly and therefore making it easier to relief that area?
Now that's some close looking.
Looks like the die may have been over polished thus reducing the detail in that area.

That's so true. I've noticed some dealers selling MD coins as a Doubled Die..
It can't really be a 'unclad' or 'missing clad' since they were plated from the mint. Clad coins are the dime and quarter for an example.
1994 seemed like a good year for MD on the Wastington Quarter. Had a few nice ones at one time.
Your unplated 1982 is also a small date.

I agree with those above me.. It is a clash mark.
Looks like someone had a good time with a hammer. The smooth suface on the reverse indicates the hammering on the obverse with a few other coins.
