looks like glue. soak it in pure acetone as it won't hurt the coin and if it is glue it will most likely loosen it
the fact that the date and mintmark are doubled in the same way is a sure indicator that this is MD and not true doubling as they were applied to...

pre cave painting.....
the raised portions of the coin are the deepest part of the die and therefor not effected. a clash is mostly seen in the fields of the coin....
the 59 might be a clashed die from the top of the memorial...
