I believe this is caused when the planchet shifts during strike. It is fairly common on Capped Bust halves of this era... Not sure about large cents.
This is why you don't buy from sketchy auction sites like "ali-express" :D But wasn't there a phony PCGS '89-CC discussed in a thread here not...

The die gouges at the left-most stars and die lumps between "B" and "E" on the Draped are consistent with known die varieties. Can't say the same...
Not a bargain at $75, but you didn't get robbed either. VF bid is $70, but with the damage your coin has sustain, realistically, it's worth...
That isn't wear - it's the result of a weak strike. Weakness in and around the scroll is typical of the Capped Bust series.
