Over 3600 struck and only 5 graded total at NGC. Where did they all go?

Of the 244 graded by NGC only 13 were graded AU and 1 actually graded XF..

The surfaces just have a bubbly look to me. Look at the coin next to it.

It is raw. You'll just have to take my word for the fact it has plenty of luster. As hard as I try my camera just won't pick it up.
