I hear you! This coin is a pf 67 maybe a 68 if the grader was tipsy. This is the last year the mint used these dies. 1959 cameos are rare.

I looked at the pic and I think the repunching is supposedto be on the left side of the 1. yours looks like its on the right.
If it is this variety,then yes it would be an R-4. Your pic from the ebay site it not sharp enough to make out the extra 1 below the top one.
64. I have a 1970 D that looks like this and has that little bit of scrubbyness on the cheek. They gave me a 64. But with the color, maybe 65.
