It is modern, less than 20 years old. Modern star notes are not rare. They are just replacement notes.
Even in Unc shape, why do you think it would be over face value?
It is nice, but still not worth sending in. Most coins aren't, and even fewer modern coins.
I will guess a no-date buffalo nickel. Worth about $0.10, if you have a buyer.

Doing a bit more digging, I found it is a Canadian Farthing token from sometime in the 19th century.
