I don't like it when they grade it like that. I saw a 16 D dime in a coin store with that "grade" and the dealer couldn't tell me what was wrong...
It isn't UNC. It looks much lower of a grade. Is it?
It is in excellent condition but it is the case than reflects the damage.
Future advice, if a coin looks dirty or tarnished, Don't clean it.

FYI last time I checked assaying was very expensive and I if you have flakes then that will eat up $$$$$$$.
Obverse looks like VF25 and reverse F15. More than I would have paid.
Yep a Novelty. It doesn't matter if they are graded MS 70 unless you tell us who they are graded by.
