Then you have a normal proof, an impaired proof usually indicates a coin that has been damaged or as Zachkeaton has said circulated.

The coin in the link is a type 1, which im sure was just a typo good looking 64 though.....:thumb:
Test it with a magnet, put the magnet close to it if it sticks to the magnet its fake, if not the only way to be 100% sure is to measure weight...
I don't know about your coin in particular but they do slab re-strikes, although i think they have to be well known, below is an example......
