I checked this on PCGS. The 4 and the 9 still appear different.
Why does the 9 appear to have been struck twice?
The horizontal on the 4 is wider that it should be and has a line separation in the middle. The 9 looks like it was struck twice.
There's a step on the horizontal of the 4 and second strike on the 9. Ignore the mint mark.
