Here's a hypothesis:. Philadelphia had a lot of leftover satin finish planchettes to burn through.

I know the U.S. Mint stopped making satin finish coins in 2010, so I was surprised to see what looks like satin finish on this 2013P dollar coin...
Why would that be the case? Can't be test cuts like those on ancient coins, could it?
It was non-magnetic. Can't measure it now, but it didn't seem to have unusual dimensions. If it was sized different, it was still pretty close.
