Most likely another roll searcher went through it and rolled it up and boxed it in that manner. I wouldn't get another box like that if I were you.
Find a jar of similar size, fill it with pennies, count the pennies. Done.

I personally think it looks fake. I have a few fake silver pesos and that looks like one of em.

Sorry, with that blurriness I don't think any of us can identify whats on the coin let alone the wording.
It may be environmental. If you have a balance, weigh it to see if it matches other coins. If not, then its a different metal.

I'd say a 1980's penny with copper removed so that zinc is exposed and 8 just looks like 3.
