I'm not convinced that's all. This is consistent across this series which means it's something to do with the production process.
[IMG] I've seen quite a few of these rings on these coins. Some are deep in the coin similar to roller damage but most just show up like this....

Those are some nice examples. From what I understand many of these were rubbed with leather aprons at the mint. You can often see those wipe marks...
