They get filled like that from wear/ circulation. I haven't heard of any 1979 D over P varieties.
This coin shows wear. The initials could be missing, but probably have either worn off, or there could have been grease or debris in the die...
To me, it's close. But I would say no. If the groups of 4 numbers were together 77770000 then I would say yes.

I also say G-4 although the scratch is a concern. Perhaps the reverse is worse and it net graded AG-03. Great date.

Some of the 1982's are zinc. The zinc weighs 2.5 grams. So the weight is not out of tolerance.
