It's a novelty. Not sure who made them but they did all denominations. No metal value attached to them but cute to have a full set.

Steel was only used this year on cents as the copper was needed for the war but like Seattlite86 said, it's not worth much.
It's made from steel that's why it's rusting. If the lower half of the 3 is missing, that's due to the die having too much grease in that area...
