3-ring binder sleeves here. Low cost, easy to maintain and storing is minimal space. Also easy to look at and you can see both sides of the bill.
Personally I don't think the toning is all that bad. Coins all tone differently. Yours is toning a grey-black. Appeal is different to each eye....

To me the toning has nothing to do with the grade of the coin. It just changes its eye appeal. Dipping and conservation ar two different animals....
