If these were proofs they would also have split bands which none of these have.
The damage shown in the slab photo isn't shown in the Cert photo or CoinFacts photo. Maybe the damage you see is on the plastic.

CAC disregards + grades. They grade a 64+ as a 64. They also have 3 graders. It’s quite possible a different grader saw the dollar the second time...
