Both of the tokens I posted are R1, so not rare at all. Though, somewhat scarce in this condition.
They are modern proofs. I can almost guarantee they are PF69UC or PF70UC. Not too much "guessing" involved.

You should qualify that statement with "PCGS is tighter than NGC on Lincoln Cents". The general statement is blatantly false for many other series.
