Cleaning removes Mint luster and gives the coin a dull appearance. It can also cause scratches and wear. Value in the range of the mid thirties.
Any number of things could have caused it. The toning is great so don't mess with it.

Looks like what is know as a plating blister which is very common on Zinc cents. Welcome to CT.
