Not a Mint error. It was not minted that way. It was damaged after it left the Mint. It's only worth face value.

The light and angle make it difficult to tell. In one photo it looks plated but in another it looks like a proof.
Not sure how old they are but save the best in their birth year.
I think it's just Damage. Funny, it does sort of look like a worn chip mark.
@tommyc03 I think I would have kept the cobalt blue poison bottle since I found that. The Peace Dollar maybe worth more but I found that bottle.

It just toned on the edge and some collectors love toned coins. That coin has great luster so leave as is or put on a new flip. Welcome to CT.
