The Die filled with grease and that prevented the last digit from showing. A minor but common issue. Nice find.
I see no 1941 on it anywhere. I even looked st the area you marked and I can't see anything close to a resemblance of a 1941.

Not a lamination error. For some reason the coin is peeling the clad layer.
You need the bill just 1 before this one. If the last digit was 1 then you would have a 4 digit repeater. This bill is a spender.
