It's a worn die strike on the entire obverse and a gteasevor debris filled Die on the LI in LIBERTY.
It's more than a scratch, it's a shallow gouge. It starts at the back of the ear, disappears through the shallow portion on his cheek, reappears...

You can make it look better but don't waste your money on grading. It's just not worth the price.

Hard to tell from the photos but they look good to me. You need to have them verified by a reputable company.
