It looks like the clad plating is flaking off. The 17 in the date is starting to show the same. Not sure if this was a mint error, from damage or...

It's the obverse S but it's worn. Still worth a bit more than spot.
The obverse has scratches in the fields and the reverse has small black spots. That's why I said I'd pass on it.
It's worth melt value.
