They are not Die scratches but they are from a worn die. The name escapes me at the moment.
They are only worth junk silver value.
Yet it has seen circulation. And a bank or business never questioned it?

Some errors I can see them being circulated but not this type of error. It's so obivious. Part of the bill is missing, so to speak.
