That's a damaged S mintmark. It's only worth one cent. Welcome to CT.
I have no idea but in the 10 year range I mentioned there are a number of oddities just like this.
I would say no as the Red Book calls it a date punch blunder. A number of them occurred on Large Cents for 10 years, 1844 to 1854.
