It's too difficult to see but it appears to be a stain. Maybe residue from the cleaning.

Not to me. A cleaned coin is a damaged coin. I have some that are cleaned and retoned but they are still a damaged coin.
These Mint marked Doubled Die Dimes are very difficult for me to capture what I see in hand on film. Hopefully I did better with these coins....
