That looks like a MS-64 that was in a fire.
It's all damage. You can tell by the way the metal has been pushed up and off to the sides.
Best to stay away from this coin. It's improperly cleaned and that's a form of damage.

I'd like to hear how what the OP says it is happened. How does a Wheat ear reverse for a 1948 copper planchet get under a 1983 zinc planchet...
Looks like a gas bubble in his ear. Not even close to a Doubled ear. These things happen with since cents.
