Some of us are getting confused as 2 separate coins with 2 entirely different issues are involved. The OP's coin looks like a die chip occurred...
Looks like a die chip but hard to tell from your photos. Definitely not a cud as cuds are along the rim.

Depends on what type of glue. I'd try industrial grade acetone first.
I think it's more like a 35.
The last 9 took a hit that flattened it out a little. Remember, copper is soft.

Damaged almost beyond recognition
The lighter colored area is not gold. It's where a piece of scotch tape was used. The remainder of the Cent has toned from being exposed to the air.
Looks like glue to me. It can be removed without damaging the coin.
MD on the 2017 cent. MD is flat and shelf like in appearance. There are many types of doubling, most of them being common and only worth face...
It's Zinc so take your best shot but it's not a Doubled Die.
The Quarter is dark to environmental damage (toning).
