A 65, I might be getting better at these Commemoratives as that's what I say.
The US Cent has never had a P mintmark except for an anniversary in 2017. A P mintmark was placed under the date.
Not a Doubled ear but it does look like a plating blister. Your Cent is zinc and has a thin layer of copper. It's very common for them to blister...
