It is probably a so-called dollar, actually a medal, presented to vets, the date is not clear but looks like about 1915. The GAR was very big then.
Graded/slabbed coins are safer for the novice to purchase, but, what ever you do: enjoy them.
hmm.....more likely they will continue to ignore the states quarters, as they do now.
I seriously doubt that it is a mint made error. If it was double struck it would show on the reverse.
