Looks like a lamination error. The main thing you first see is the detached area but look above Lincoln’s hairline. That’s an attached lamination....

In all honesty they are damaged. Best to spend them. :)
Definitely a lamination but a very small one. Small is better than none.
My thought is that despite being a decent coin, it’s a shame someone had to damage it.
