Look under the RE in LIBERTY. That’s the reeded edge from another coin, like a Quarter. It hit and damaged the R in LIBERTY.

The reverse has been removed so it’s damaged after it left the mint.
You’re buying the coin, not the holder so yes, it can do down in value. Just because it’s in a holder is no guarantee of it’s value.
