2 things make me think it is AT. Clad coins do not tone like that the devices are the same color as the fields on the letters.
That being said that collection contains some of the most beautiful Franklins out there. It is akin to acquiring a fine work of art.

I second this one, it seems like a lot of these older coins have that "lightly cleaned" thing, and if it is under orig toning it can be tricky.
