Looks like a impaired proof to me.
The T in trust is there but it was struck through grease. The die crack looks like a scratch but if it’s raised it’s a crack.
It’s definitely been cleaned and is a details coin. There is a small black spot on the reverse but that large one on the front is very distracting.

Worn dies cause doubling but it’s considered worthless doubling. I don’t like the term worthless because it always has face value.
