It took a strong enough hit to move those letters a little bit lower than they should be.

If you look more closely at the coin as a whole you can see a ridge ring on both sides. This is a strong indication of a worn die so any doubling...

Notice how it’s backwards? It was placed in a vice with another cent and squeezed. Someone was trying to make a mint error but it’s just damaged....
Hand punched mint marks did that. It’s in the right area so is normal. I’d keep both to show the difference since the dates are the same.
It could be a die adjustment strike or one heck of a good greaser.
