This Cent was minted by a worn die. It also is a slight MAD or misaligned die. It’s only worth face value but welcome to CT.
It’s been cleaned sometime ago and I’m not convinced that is a chop mark. The surfaces on both sides have been altered by the cleaning.

I’d check with the auction house first. If you ship USPS I’d only ship it with Registered Mail. It’s more costly but it’s much safer.

It wouldn’t straight grade so not worth it to do so but ai know what you mean. It’s been defaced, unfortunately.
Very nice lamination. I tend to think the lighter areas became visible a short time ago and they haven’t toned like the rest of the coin has.
The label says nothing about it being a PL or DMPL coin so it’s not. Avoid it.
