A worn die on the Dimes.
MS-65, not FBL. The upper lines have a small cut going through them and the bottom set is not complete.
It’s fairly nice looking for a zinc cent that’s 34 years old. Any doubling you see is not a doubled die but it is the result of a tired, worn out die.

Definitely a struck through. A piece of cloth was on the planchet when it was minted. You can even see the T along the rim from the word LIBERTY....
All show signs of being minted by a worn die and circulation wear. Not a mint error.
